 We have lived in the ACT for a long time now, and it seems that free camping has disappeared and the places we have previously used are now under some sort of management and fees are charged.  Here is the website for camping in the ACT but outside Canberra. 
Please Note: the Cotter Campground is temporarily closed due to construction noise from the nearby Cotter Dam extension. http://www.tams.act.gov.au/play/pcl/get_out_there/camping.    We haven't visited these spots for a couple of years, and will add relevant info not on the website when I revisit the campsites.
There are a couple of roadside stops on the Hume and Barton highway that some folk also use.
